Whistleblowing in the Philippines

Corruption cannot be solved by resulting to other forms of corruption!

With a straight record of 2.5 in the CPI for 2005, 2006 & 2007, the Philippines had a better ranking in 2006 as it ranked the world's #121 most corrupt country while in 2005 it was #124 & in 2007 it ranked very low (#131). This interpretation, however, must be tempered by the larger number of countries participating in said years.
In 2006: The Philippines ranked the 8th. most corrupt nation with a score of 2.5 (shared by: Swaziland, Rwanda, Gambia, Benin, Guyana, Honduras, Nepal and Russia).
The higher the CPI score (Max. of 10) & the lower the Country Rank (Best=1),  the less corruption and vice versa: low CPI scores with high Country Ranks indicate more corruption.

According to the FSI, the Philippines is the world's 51st. Failed State country and included in the Warning Status group.
