GOALS OF THE PROJECT :
Making information on citizens’ rights easily available and
accessible to the public.
Providing citizens with legal advice on how to report complaints in
cases of misuse of public funds or in situations where the citizen is
a victim of or is aware of corruption.
Enabling citizens to take actions against corruption by running
awareness campaigns. The campaigns will include producing promotional
leaflets or ‘how to’ guides for citizens, which provide practical
information and advice on a number of issues e.g. ‘How to fight
corruption in the tax administration’.
Opening a dialogue with the national institutions to support the
establishment of appropriate mechanisms for citizens’ complaints.
PROJECT ACTIVITIES :
Phase 1
Research to initially examine the feedback mechanisms available to
citizens when corruption affects their rights, in case such mechanisms
already exist in the country.
In case no feedback mechanisms are in place, the research will
comparatively analyse models of such mechanisms
Preparatory workshop to discuss the findings of the preliminary
research and establish the implementation outline (international)
Meetings with representatives of the national institutions to
present the project and identifies modalities of co-operation and
consultation
Recruitment of implementing local staff
Training for implementing staff (national level)
Equipment of premises and creation of a library containing legal
information.
Phase 2
Cataloguing the library and collecting, processing and updating
information of relevance to citizens and businesses
Creation of an information hotline and website
Launching and public promotion of the Advocacy and Legal Advice
Centres
Phase 3
Public awareness campaign, including creation of publicity material
(leaflets) and a series of ‘how to’ guides
Operation, archiving and monitoring complaints
Final evaluation workshop
Production of a final report making recommendations to be discussed
with representatives of the national institutions
Press conference to make the final report available to the broader
public
